Freelance Business Analyst – Public Sector Transformation

About the role
PwC’s Public Sector practice is seeking a freelance Business Analyst to support a large‑scale international programme focused on business transformation and enterprise information systems for EU institutions. The role combines process modelling, requirements management and change facilitation to deliver high‑quality, evidence‑based solutions.
Key responsibilities
- Model and document business processes, value streams, capabilities, roles and data structures.
- Elicit, analyse, validate and manage business requirements and user stories.
- Collaborate with business experts, Product Owners, architects and development teams throughout the software development lifecycle.
- Translate business, user and technical needs into detailed specifications and maintain the backlog.
- Analyse existing systems, identify optimisation opportunities and support business case preparation.
- Contribute to solution design, testing, quality assurance and change‑management activities.
- Design, validate and continuously improve processes to drive operational excellence.
- Conduct quantitative analyses such as cost‑benefit and what‑if scenarios.
- Define and monitor performance indicators and measurement frameworks.
- Support strategic and tactical planning, develop transition roadmaps and lead organisational change initiatives.
- Coach users during implementation and communicate project objectives to stakeholders.
Required profile
- At least two internationally recognised Business Analysis certifications (e.g., CBAP, Certified UML Professional, BPMN 2 Fundamentals).
- Minimum 8 years of experience as a Business Analyst, preferably on large‑scale digital transformation programmes.
- Proven ability to work across multidisciplinary and cross‑functional teams.
- Strong analytical, communication and stakeholder‑engagement skills.
