Policy and Partnerships Lead – Central & Eastern Europe & Baltics

About the role

OpenAI is seeking a senior Policy and Partnerships Lead for Central and Eastern Europe and the Baltics. The role will shape public‑policy and partnership strategies across the region, aligning local dynamics with OpenAI’s broader European and global objectives.

Key responsibilities

• Develop and execute public‑policy and partnership strategy across CEE and the Baltics, identifying priority markets and issues.
• Build and maintain trusted relationships with senior policymakers, regulators, civil‑society groups, researchers and business leaders.
• Design differentiated country strategies that reflect local political, economic and regulatory environments while supporting OpenAI’s European goals.
• Lead engagement on AI and technology policy issues, influencing safe and responsible AI deployment.
• Monitor legislative and regulatory developments, surface risks and opportunities, and advise internal teams.
• Serve as a bridge between national capitals and Brussels, translating national debates into EU‑level insights.
• Represent OpenAI in senior‑level meetings, industry forums and conferences.

Required profile

• Deep knowledge of the political and technology‑policy landscape in CEE and/or the Baltics, with credibility in at least one priority market.
• Established network and proven experience building relationships with policymakers, regulators and senior stakeholders.
• Strong understanding of EU policymaking and the interaction between national and Brussels‑level processes.
• Solid judgment on AI‑related policy issues such as privacy, data, competition, copyright and product safety.
• Ability to translate political relationships into concrete partnerships, programs or coalitions with measurable impact.
• Excellent communication skills, executive presence and fluency in English; proficiency in a regional language (e.g., Polish) is strongly preferred.
